Plans and Reports
The DECS Strategic Plan outlines the mission, vision, values, strategic directions, and goals of our charter school. The Strategic Plan is an active document that guides decision-making at the administrative and board level. The Strategic Plan drives the direction of resources, programs, and initiatives affecting the school. The Strategic Plan is derived from an analysis of student, school, and district performance data, a review of previous strategic plans, state and federal legislation, recommendations from our authorizer (Innovative Quality Schools), and recommendations from our charter school stakeholders.

Five-Year Plan

The Duluth Edison Charter Schools Literacy Plan allows us to make certain that all students have a solid foundation of literacy skills and continue to expand their understanding of what they read, make meaning of it, and then transfer that learning across all subject areas. It will be used to inform the Professional Development Program and to evaluate curriculum and instruction. The document will also be a communication tool for all stakeholders throughout the year. This plan should be considered a working document with regular updates and revisions.
2023-2024 Literacy Plan
Duluth Edison Charter School staff is committed to academic and personal excellence for every student. We understand what it means to be a lifelong learner and participate in ongoing professional development goal setting, learning, and reflection in each school year. Teamwork and collaboration are critical in this regard. Related to this, all staff have professional development goals to be determined by November 1st, and evidence of completion of these goals through a professional portfolio at the end of the year.
2022-2023 Raleigh School Improvement Plan
Duluth Edison Charter Schools is proud to offer wellness education and opportunities to students and staff. DECS strives to promote the importance of a healthy diet, as well as taking advantage of physically active opportunities in order to grow, learn, and thrive.
The purpose of this policy is to assure a school environment that promotes and protects students’ health, well-being, and ability to learn by supporting healthy eating and physical activity.
We believe good health fosters student attendance and education. In compliance with Section 204 of Public Law 108-265 of the Child Nutrition and WIC Reauthorization Act, the DECS Wellness Committee provides the following annual reports:
Wellness Policy Annual Reports
600 – 4 Wellness Policy
DPSA 21-22 QCOMP Annual Report
Per Minnesota Statutes, section 122A.414, subdivision 3(a), the Quality Compensation (Q-Comp) Annual Report must be submitted to the School Board by June 15 of each year and include findings and recommendations for the program. It is also recommended that the report include a summary of what was implemented for the year to help provide context for the findings and recommendations.

DPSA Indoor Air Quality Management Plan
Every Minnesota public school district must have a health and safety program that complies with health, safety, and
environmental regulations and best practices including indoor air quality management.
(Minn. Stat. § 123B.595, Subd. 4. Facilities plans; and Minn. Stat. §124E.03, Subd.2. General federal, state and local requirements)
Though not a requirement for charter schools, DPSA wishes to align with best practices and therefore has created this plan and
process. (required of school districts and intermediate districts, not charter schools, under statute 123B.595)
The World’s Best Workforce Plan (WBWF Plan) is a comprehensive long-term strategic plan to support and improve teaching and learning so our students are prepared for the workforce of the future. This district-level strategic plan will illustrate how our various existing district plans fit together and serve as a blueprint to create a quality workforce equipped with the necessary skills for the 21st century.
